Referral

On 17 May 2012 the Health and Hospitals Network and Other Legislation Amendment Bill was referred to the Committee. The committee must report to the Parliament by 1 June 2012.

The Bill

The Bill amends the Health and Hospitals Network Act 2011 to:

  • rename the Act to the Hospital and Health Boards Act 2011
  • change the name of 'Local Health and Hospital Networks' to 'Hospital and Health Services' and 'governing councils' to 'hospital and health boards'
  • add to the responsibilities of Hospital and Health Services:
    • the management of the services’ land and buildings
    • for a prescribed Hospital and Health Service, employment of service staff
  • require hospital and health boards to establish an executive committee
  • enable the Minister to appoint ancillary boards and advisers to boards
  • provide for the establishment of funding arrangements under the National Health Reform Agreement, including establishment of State funding accounts, and creation of the Administrator of the National Funding Pool.

The Bill also amends the Industrial Relations Act 1999 to implement staffing arrangements for the new Hospital and Health Services.  Staff will be subject to state-wide awards and enterprise bargaining agreements.
