REPORT
The committee tabled its Report No. 42, 57th Parliament, Examination of Auditor-General Report No. 6: 2021-22 Regulating animal welfare services on 30 May 2023.
OVERVIEW
Role of the Auditor-General
The role of the Auditor-General is to provide Parliament with independent assurance of public sector accountability and performance. This is achieved through reporting to Parliament on the results of its financial and performance audits.
About the Auditor-General Report
The Department of Agriculture and Fisheries (the department) and the RSPCA Queensland deliver animal welfare services under the Animal Care and Protection Act 2001 (the Act). RSPCA Queensland provides valuable animal welfare services. This audit assessed the effectiveness of the department’s engagement with the RSPCA Queensland. The audit did not assess each party’s processes for delivering animal welfare services.
The audit made a series of recommendations aimed at:
- strengthening the legislative framework
- clarifying and strengthening the department’s role, and
- managing performance.
The audit also identified that effectively implementing processes for enforcing legislation has been a failing identified in previous audits. The Auditor-General recommended that all regulators assess their activities against a set of good regulatory practices.
