OVERVIEW

The estimates process aids the Parliament in its scrutiny of the Government’s proposed expenditure. Since 1994, committees of the Parliament have undertaken the estimates process, by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.

In 2016, the examination of the Appropriation Bill and the Appropriation (Parliament) Bill was considered by the seven portfolio committees.

During the estimates process each portfolio committee held a public hearing (on a day between 19 and 28 July 2016) at which the Speaker and Ministers (and certain senior public servants and officers) were questioned regarding the portfolio’s proposed expenditures for the relevant portfolio areas. Other Members of the Legislative Assembly who were not members of the committee also asked questions, with the leave of the committee.

On 21 April 2016, the Legislative Assembly agreed to a motion setting the dates for each portfolio committee’s hearings and reporting dates.

The Committee considered the Appropriation Bill and the Appropriation (Parliament) Bill at a public hearing on Tuesday 19 July 2016. 

Appropriation (Parliament) Bill

In accordance with the resolution of the Legislative Assembly on 21 April 2016, the committee examined the Appropriation (Parliament) Bill in accordance with the procedures in part 6 of the standing orders and:

  1. the portfolio committee’s area of responsibility applying to the Legislative Assembly;
  2. the responsibility of a minister applying to the Speaker; and
  3. the responsibility of a director-general applying to the Clerk.

Appropriation Bill

The Committee considered the proposed expenditures for portfolio responsibilities of the following:

  • Premier and Minister for the Arts
  • Treasurer, Minister for Aboriginal and Torres Strait Islander Partnerships and Minister for Sport
  • Minister for Employment and Industrial Relations, Minister for Racing and Minister for Multicultural Affairs.

Following the committee’s hearing, the committee members met, discussed the information gained and compile final reports on both Bills for tabling in Parliament. The reports were then debated by the Parliament as part of its consideration of the Appropriation Bills.
