Queensland residents draws to the attention of the House that in July 2020 a Notification of Draft Terms of Reference was released proposing a Silica Sand Mine near Hopevale on Aboriginal Freehold. Export options included a new port at Nob Point and offshore loading with trucking by road to Marton (42 trucks/day 360 days/year minimum 15 years), stockpiling, loading at a public boat ramp, and barging down the Endeavour River via Cooktown. It is understood that the Traditional Owners of affected areas have not been properly consulted to date, and most are opposed to the proposals due to significant impacts on traditional and historical cultural values. Residents living along Endeavour Valley Rd, Marton Boat ramp, on the River, and the Cooktown and Hopevale communities are extremely concerned for their safety and health, the destruction of the river system, decline of native flora and fauna, the use of Endeavour Harbour, impacts on recreational fishing, decline in property values, impacts on businesses and tourism, the health of the Great Barrier Reef, and the negative social affects this project will have on Cooktown.

Your petitioners therefore request the House to immediately remove both options of export through Marton and the Endeavour River, or a new Nob Point port. We ask that the existing Cape Flattery port infrastructure is the "only" option to be used for export of sand from Aboriginal Freehold. We ask that Queensland Government urgently review the Mine Proposal accordingly.
