Queensland residents draws to the attention of the House that your petitioners have growing concerns regarding:

  • Councillors and Council have become lost in the Moreton Bay City Council’s (MBRC) Planning Scheme, with inconsistencies between planning and infrastructure requirements
  • Transparency and procedural fairness in planning decisions  
  • Community consultation processes and their alignment with public interest
  • Potential inconsistencies or irregularities in zoning, development approvals, and strategic planning
  • Environmental and heritage considerations that may have been overlooked or inadequately assessed.

The planning scheme shapes the future of our communities. Without proper oversight, amendments risk entrenching flawed or opaque practices. A temporary freeze will:

  • Prevent irreversible decisions that may compromise public trust
  • Ensure that any future changes are informed by independent scrutiny
  • Reinforce the Government’s commitment to integrity, accountability, and participatory governance.

Your petitioners, therefore, request the House to:

  1. Refer the matter to the Queensland Productivity Commission for a regulatory inquiry into systemic inefficiencies, transparency, and stakeholder engagement in local government planning schemes; and
  2. Request the Queensland Audit Office to conduct a performance audit of MBRC’s planning scheme administration, including its amendment processes, consultation practices, and alignment with statutory obligations; and
  3. Request the Planning Minister to immediately freeze any amendments, variations, or approvals to the MBRC planning scheme until the investigation is completed and its findings are publicly released.
