Estimates 2014
The estimates process aids the Parliament in its scrutiny of the Government’s proposed expenditure. Since 1994, committees of the Parliament have undertaken the estimates process, by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.
In 2014 the examination of the Appropriation Bill was carried out by the seven portfolio committees. The Appropriation (Parliament) Bill was considered by the Committee of the Legislative Assembly.
During the estimates process each portfolio committee held a public hearing (on 15 and 17 July 2014) at which Ministers (and certain senior public servants and officers) were questioned regarding the portfolio’s proposed expenditures for the relevant portfolio areas. Other Members of the Legislative Assembly who are not members of the committee also asked questions, with the leave of the committee.
As part of its examination of the Parliamentary Estimates, the Committee of the Legislative Assembly held a public meeting on 16 July 2014, at which the Speaker, other members of the Committee and the Clerk of the Parliament took questions from Members of the Legislative Assembly.
At its public hearing on 15 and 17 July 2014, the State Development, Infrastructure and Industry Committee questioned the Deputy Premier - Minister for State Development, Infrastructure and Planning, the Minister for Energy and Water Supply and the Ministers for Tourism, Major Events, Small Business and the Commonwealth Games regarding the proposed expenditures for their portfolio areas.
After the committee’s hearings, the committee members met, discussed the information gained and compiled a final report for tabling in Parliament. The reports were then debated by the Parliament as part of its consideration of the Appropriation Bill.
