Introductory Speech

ABOUT THE BILL

On 15 February 2018 the Hon Jackie Trad MP, Deputy Premier,Treasurer and Minister for Aboriginal and Torres Strait Islander Partnerships introduced the Queensland Competition Authority Amendment Bill 2018 into the Queensland Parliament. The Bill was referred to the Economics and Governance Committee for detailed consideration.

The explanatory notes stated that the policy objectives of the Bill were to:

  • amend the declaration criteria for Queensland's third party access regime to reflect changes being made to the National Access Regime
  • ensure Queensland’s regime continues to be easily understood and addresses the economic problem of natural monopoly in markets for infrastructure services
  • provide for additional accountability and transparency to assist in streamlining the processes in relation to access undertakings.
