Expansion of the Lotus Glen Correctional Centre Farm

The committee's terms of reference for the inquiry were as follows:
a) to confirm the need for the project;
b) to examine the quality and efficiency of the procurement system adopted;
c) to assess the level and sufficiency of consultation which occurred; and
d) to provide a forum in which further opinion could be voiced in regard to the project.
