The committee's terms of reference for this inquiry were as follows:
a) the purpose of the work and the suitability of the work for the purpose
b) the necessity for, and the advisability of, the work
c) value for money achieved, or likely to be achieved, by the work
d) the present and prospective public value for the work, including the impact of the work on the community, economy and environment
e) the performance of the construction authority for the work and the consultants and contractors for the work
f) procurement methods for the work
g) the balance of public and private sector involvement in the work
h) savings produced by, and recurrent costs for the work or estimates of the savings and costs of the work
