The committee tabled its Report No. 49, 57th Parliament–2023-24 Budget Estimates – Appropriation (Parliament) Bill 2023 and Report No. 50, 57th Parliament–2023-24 Budget Estimates – Appropriation Bill 2023, together with a Volume of Additional Information on 18 August 2023. 

The Bill was debated in the Legislative Assembly on 22 August, 2023 and passed without amendment.

ESTIMATES 2023

The estimates process aids the Parliament in its scrutiny of the Government’s proposed expenditure. Since 1994, committees of the Parliament have undertaken the estimates process, by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.

In 2023, the Appropriation Bill 2023 and the Appropriation (Parliament) Bill 2023 will be considered by the 7 portfolio committees, with each examining the estimates for their portfolio areas as set out in the Bills. 

During the estimates process each portfolio committee will hold an estimates public hearing (on a day between 1 August and 10 August 2023) at which the Speaker and Ministers (and certain senior public servants and officers) are questioned regarding the portfolio’s proposed expenditures for the relevant portfolio areas. Other Members of the Legislative Assembly who are not members of the committee may also ask questions, with the leave of the committee.

At its public hearing on 1 August 2023, the Economics and Governance Committee questioned the Speaker regarding the proposed expenditure for the Legislative Assembly and questioned the Premier and Minister for the Olympic and Paralympic Games, Treasurer and Minister for Trade and Investment, and the Minister for Tourism, Innovation and Sport and Minister Assisting the Premier on Olympics and Paralympics Sport Engagement, regarding the proposed expenditure for their portfolio areas.

Following the committee’s hearing, the committee members met, discussed the information obtained through the estimates process, and compiled a final report for tabling in Parliament. The reports will be debated by the Parliament as part of its consideration of the Appropriation Bills.
