The Bill

The objectives of the Bill are to:

  • amend the Economic Development Act 2012 to:
    • clarify the role of the Economic Development Fund
    • improve the ability to declare a Provisional Priority Development Area
    • clarify and improve procedures for revocation of a Priority Development Area (PDA)
    • provide for Community Infrastructure Designations to be made within a PDA
    • provide for land use plans to be amended, and
    • impose a mechanism to fund the infrastructure costs required to support a PDA.
  • amend the Environmental Protection Act 1994 and the Sustainable Planning Act 2009 to ensure seamless integrated assessment
  • amend the Gasfields Commission Act 2013 to take account of the Public Service and Other Legislation (Civil Liability) Amendment Act 2014
  • amend the Land Title Act 1994 to take account of amendments to the State Development and Public Works Organisation Act 1971 (SDPWO Act)
  • amend the Queensland Industry Participation Policy Act to require reports on the implementation of the Charter of Local Content to be included in the Department of State Development, Infrastructure and Planning Annual Report
  • amend the SDPWO Act to streamline the approvals process by creating an alternative assessment process for certain coordinated projects, and
  • amend the Sustainable Planning Act 2009 to enable local governments to regulate party houses as a specific land use under their planning schemes.
  • repeal the following redundant legislation to reduce red tape:
    • Clean Coal Technology Special Agreement Act 2007
    • Eagle Farm Racecourse Act 1998
    • Gurulmundi Secure Landfill Agreement Act 1992
    • Racing Venues Development Act 1982
    • Wild Rivers Act 2005.

Referral

On 3 June 2014, the Deputy Premier and Minister for State Development, Infrastructure and Planning, Hon Jeff Seeney MP, introduced the State Development, Infrastructure and Planning (Red Tape Reduction) and Other Legislation Amendment Bill 2014 (the Bill).

In accordance with Standing Order 131, the Bill has been referred to the State Development, Infrastructure and Industry Committee for consideration.
