Report No. 44, 55th Parliament - Electricity and Other Legislation (Batteries and Premium Feed-in Tariff) Amendment Bill 2017 (LAPSED)
About the bill
The 55th Queensland Parliament has been dissolved by proclamation dated 29 October 2017. Therefore while the committee has tabled its report on the Electricity and Other Legislation (Batteries and Premium Feed-in Tariff) Amendment Bill 2017 the bill was not considered in the House and has therefore lapsed. At some time after the State election, a new Parliament will commence and new committees will be appointed. The date of commencement is not yet known. For bill inquiries, it will be a matter for the new Parliament whether to make a fresh referral to a committee of any re-introduced bill. If a new committee continues an inquiry commenced before the dissolution, it can have regard to evidence and submissions received by its predecessor committee. Updated advice will be provided when more information is available. |
On 15 June 2017, the Hon Mark Bailey MP, Minister for Main roads, Road Safety and Ports and Minister for Energy, Biofuels and Water Supply introduced the Electricity and Other Legislation (Batteries and Premium Feed-in Tariff) Amendment Bill 2017 into the Queensland Parliament. In accordance with Standing Order 131, the bill was referred to the Public Works and Utilities Committee for detailed consideration. The committee is due to report by 11 August 2017.

The explanatory notes provide that the purpose of the bill is to amend the Electricity Act 1994 and the Energy and Water Ombudsman Act 2006 to:
- clarify when additional generation systems and electricity storage devices can be deployed in association with the Solar Bonus Scheme by detailing the specific circumstances in which Solar Bonus Scheme customers will not be permitted to use additional generation and electricity storage devices, and
- enable the effective implementation of a new national regulatory framework for retail competition in embedded electricity networks commencing on 1 December 2017 by removing the restriction placed on ‘receivers’ having to connect to the local distribution network in order to access retail market offers from an authorised retailer and enabling embedded network customers to access the Queensland Energy and Water Ombudsman’s dispute resolution services.
