Report No. 28, 54th Parliament - Consideration of 2013/14 Portfolio Budget Estimates
REPORT
The committee tabled its Report No. 28, 54th Parliament—2013-14 Budget Estimates, together with a Volume of Additional Information on 8 August 2013. The Appropriation Bill 2013 was passed on 8 August 2013.

ESTIMATES
The estimates process aids the Parliament in its scrutiny of the Government’s proposed expenditure. Since 1994, committees of the parliament have undertaken the estimates process, by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.
In 2013 the examination of the Appropriation Bill was carried out by the seven portfolio committees and the Appropriation (Parliament) Bill was considered by the Committee of the Legislative Assembly.
During the estimates process (from 16 to 25 July 2013) each portfolio committee held a public hearing at which Ministers (and certain senior public servants and officers) were questioned regarding the portfolio’s proposed expenditures for the relevant portfolio areas. Other Members of the Legislative Assembly who are not members of the committee also asked questions, with the leave of the committee.
As part of its examination of the Parliamentary Estimates, the Committee of the Legislative Assembly held a public meeting on 16 July 2013, at which the Speaker, other Members of the Committee and the Clerk of the Parliament took questions from Members of the Legislative Assembly.
After the committee’s hearings, the committee members met, discussed the information gained and compiled a final report for tabling in Parliament. The reports were then debated by the Parliament as part of its consideration of the Appropriation Bill.
