The Use of Fuel Cards in the Public Sector

The inquiry was initiated as a result of comments made by the Auditor-General in his First Report to Parliament on Audits Performed for 1993-94. The report disclosed a number of control deficiencies in relation to the use of fuel cards by the Queensland public sector. These included a lack of documented procedures; no card control registers or other systems capable of affording effective physical control over the issue of cards in some sites; cards not cancelled when vehicles had been disposed of; insufficient review of management reports; and insufficient controls on expenditure.

In light of these factors combined with the materiality of the amount involved-during the 12 months ending 31 August 1994 a total expenditure of $20.2 million was incurred for fuel card petrol purchases and $7.3 million for diesel-the committee resolved to inquire into this issue.
