OVERVIEW
The estimates process aids the Parliament in its scrutiny of the Government’s proposed expenditure. Since 1994, committees of the Parliament have undertaken the estimates process, by examining and reporting on the proposed expenditures contained in the Appropriation Bill and the Appropriation (Parliament) Bill.
In 2015 the examination of the Appropriation Bill and the Appropriation (Parliament) Bill was considered by the eight portfolio committees.
During the estimates process each portfolio committee held a public hearing (on a day between 18 and 28 August 2015) at which the Speaker and Ministers (and certain senior public servants and officers) were questioned regarding the portfolio’s proposed expenditures for the relevant portfolio areas. Other Members of the Legislative Assembly who were not members of the committee also asked questions, with the leave of the committee.
Following the committee’s hearing, the committee members met, discussed the information gained and compiled a final report for tabling in Parliament. The reports were debated by the Parliament as part of its consideration of the Appropriation Bills.
Appropriation (Parliament) Bill
On 4 June 2015, the Legislative Assembly agreed a motion that the Committee examine the Appropriation (Parliament) Bill with the examination being conducted in accordance with the procedures in part 6 of the standing orders and:
(i) the portfolio committee’s area of responsibility applying to the Legislative Assembly;
(ii) the responsibility of a minister applying to the Speaker; and
(iii) the responsibility of a director-general applying to the Clerk.
The Committee considered the Bill at a public hearing held on Tuesday 18 August 2015.
Appropriation Bill
The Legislative Assembly agreed a motion setting the dates for each portfolio committee’s hearings and reporting dates.

- Premier and Minister for the Arts
- Treasurer, Minister for Employment and Industrial Relations and Minister for Aboriginal and Torres Strait Islander Partnerships.
