Arts (Statutory Bodies) and Other Legislation Amendment Bill 2024 (Lapsed)
Bill Lapsed
The 57th Queensland Parliament has been dissolved by proclamation dated 1 October 2024. Therefore all Bills, all portfolio committees, and any committee Inquiries have lapsed.
At some time after the State election, a new parliament will commence and new committees will be appointed.
Where relevant, a new committee may have regard to evidence and submissions received by its predecessor committee.
About the Bill
On 11 September 2024, Hon Leeanne Enoch MP, Minister for Treaty, Minister for Aboriginal and Torres Strait Islander Partnerships, Minister for Communities and Minister for the Arts introduced the Arts (Statutory Bodies) and Other Legislation Amendment Bill 2024 into the Queensland Parliament. The Bill was referred to the Community Support and Services Committee for detailed consideration.

The purpose of the Bill is to amend Queensland arts statutory bodies to incorporate greater recognition of First Nations peoples and modernise governance provisions.
The Bill seeks to amend:
- Queensland Performing Arts Trust Act 1977
- Queensland Art Gallery Act 1987
- Libraries Act 1988
- Queensland Theatre Company Act 1970, and
- Queensland Museum Act 1970.
The Bill proposes to amend each of these Acts to:
- include an overarching statement on First Nations and arts and culture
- revise and improve the Guiding Principles
- mandate two Board roles for First Nations peoples
- introduce a new section to establish a First Nations Committee
- revise the Strategic Plan section to require the inclusion of First Nations initiatives and plans; and prescribe the Queensland Performing Arts Trust and Queensland Theatre Company as Reframing Entities under the Public Sector Act 2022.
The Bill would also amend the Queensland Performing Arts Trust Act 1977 to empower the Queensland Performing Arts Trust to restrict the unauthorised resale of tickets for events staged at the Queensland Performing Arts Centre. The proposed amendment is consistent with similar provisions in the Major Sports Facilities Act 2001 and Major Events Act 2014.
