ABOUT THE BILL

On 16 February 2016 Hon Leanne Donaldson MP, Minister for Agriculture and Fisheries, introduced the Animal Management (Protecting Puppies) and Other Legislation Amendment Bill 2016 to the Queensland Parliament.

In accordance with Standing Order 131, the Bill has been referred to the Agriculture and Environment Committee for consideration and reporting back to the Parliament by 28 April 2016 (Standing Order 136).

The Bill amends the:

∼Animal Management (Cats and Dogs) Act 2008 to identify and locate breeders so that existing powers under the Animal Care and Protection Act 2001 can be used to shut down cruel ‘puppy farms’ (where breeders place profit ahead of the welfare of dogs) and protect dogs from cruelty.

∼Animal Care and Protection Act 2001 to clarify the offence of keeping or using an animal as a kill or lure for blooding or coursing a dog.

∼Biosecurity Act 2014  to: 

  • align definitions of material prohibited from being fed to livestock with nationally understood terms;
  • clarify the instrument for which a person should apply when they seek to move particular materials or animals that are the subject of biosecurity zone regulatory provisions;
  • reduce the regulatory impost on keepers of 100 or more aviary birds;
  • provide for restrictions to be imposed on designated animals, biosecurity matter or places which can operate independently of each other;
  • provide for more targeted release of information on registers;
  • provide for administrative review of biosecurity orders; and
  • reflect changes in the risk posed by some pests and diseases since the passage of the Act.
