The Petition of residents of the State of Queensland draws to the attention of the House Logan City Council’s (LCC) draft planning scheme and flood risk assessment are fundamentally flawed and non-compliant with state standards.
Methodological Error: LCC incorrectly equates "hydraulic likelihood" with "flood risk." By ignoring the industry-standard Likelihood x Consequence (ISO 31000), they fail to evaluate actual danger to life and property.
Data Integrity: Compromised Quinzeh Creek study; ground levels were manipulated to match unverified drainage data rather than physical surveys.
Economic Harm: "frequency-only" matrix has inflated "High-Risk" property numbers that should be classified H1 low hazard properties, caused soaring insurance premiums and rendering safe land uninsurable.
Statutory Non-Compliance: LCC has failed to adhere to AS/NZS ISO 31000 Risk Management Framework and the Queensland State Planning Policy, making the current risk assessment legally deficient.
Procedural Unfairness: Concurrent, confusing flood correspondence denied residents their right to natural justice and a fair opportunity to review the broader planning scheme.
Your petitioners, therefore, request the House to call upon the Honourable Jarrod Bleijie MP, Deputy Premier and Minister for State Development, Infrastructure and Planning, to:
- Direct LCC to immediately pause the draft planning scheme until an independent audit of the hydraulic modelling is completed.
- Compel LCC to rectify all departures from AS/NZ ISO 31000 and the State Planning Policy. Mandate a further 40-day public consultation period for the entire scheme, policies, and mapping.
- Ensure revised mapping accurately distinguishes between "presence" and "danger" to prevent unjustifiable insurance inflation, misclassification of safe land.
