The Petition of residents of the State of Queensland draws to the attention of the House concerns regarding the Gold Coast City Council’s Rainbow Bay Masterplan, including proposed demolition of the Rainbow Bay Surf Life Saving Club and alterations to Snapper Rocks Road.
Detailed replacement designs were not publicly released prior to approval in principle, limiting informed community participation. Thousands of submissions were lodged through Council’s consultation process, and a separate community petition has gathered nearly 10,000 signatures opposing demolition. However, concerns remain regarding how submissions and broader community sentiment were evaluated and addressed.
Questions have arisen within the community regarding transparency of deliberations, documentation of voting procedures, and management of perceived conflicts of interest.
Given potential State funding involvement and planning oversight, the matter warrants State Government scrutiny.
Your petitioners, therefore, request the House to:
- Refer the Rainbow Bay Masterplan decision-making process to the Minister for Planning and the Minister for Local Government for independent review of consultation, transparency, and governance standards applied by Gold Coast City Council;
- Consider whether the Rainbow Bay Surf Life Saving Club and surrounding precinct warrant State heritage listing or appropriate heritage overlay protections;
- Urge the State Government to withhold or reconsider any State funding allocation unless viable alternative design options are fully explored that retain the existing Surf Life Saving Club and Snapper Rocks Road without demolition.
