The Petition of residents of the State of Queensland draws to the attention of the House Brisbane City Council’s (BCC) addressing housing and neighbourhood amenity through permits/zoning restrictions for short-term-accommodation (STA).

Your petitioners believe less than 1% of Brisbane homes are STAs and 75% of STAs in the proposed banned zones are used by Brisbane residents (BRs), 18% by patients and workers and less than 4% for tourism.

Your petitioners believe that culling STAs will have negligible effect on long-term rentals.

Your petitioners fear changes will:

  1. Unintentionally disadvantage BRs by removing access to local temporary housing when needed for renovations/repairs/disruptions.
  2. Disadvantage regional Queenslanders who utilise STAs near hospitals for extended outpatient treatments.
  3. Result in STA’s presently offered in low-density(LD), medium-density(MD), character-infill zones will go. This would be a 2/3 drop in STA stock.
  4. Force all users to compete with tourists, at premium rates for inner-city strata dwellings, where Strata Associations are lobbying to ban STAs.
  5. Cause insurance premiums may rise for all Brisbane homeowners.

Your petitioners, therefore, request the House to do all within its power to encourage the BCC to consider changes, including:

  1. a better definition of short-term stay (under 21-28 days) which is more in-line with other capital cities;
  2. excluding stays for BRs residents using accommodation for temporary home replacement;
  3. excluding stays for regional residents accessing medical services; and
  4. capping nights available on booking platforms to 180 nights.
