The Petition of residents of the State of Queensland draws to the attention of the House to the procedurally enabled damage of allowing a Temporary Local Planning Instrument (TLPI) to be authorised reference material for insurance agencies. Residents in Logan City and Gold Coast areas are concerned that they have suffered greatly increased insurance costs, collectively at tens of millions of dollars and some residents have been unable to be insured leading to homelessness, worsening the housing crisis and cost of living. With a TLPI there is less scrutiny for accuracy and local governments don't need to compensate residents for their losses, and so are incentivised to sacrifice residents' best interests by exaggerating risk areas. There is decreased validity of critical documents that should be impartial.
Your petitioners, therefore, request the House to do all within its power to:
- Stop insurance agencies from considering documents derived from a TLPI in the task of assessing insurance risk or related costs.
- Enforce that all insurance premiums currently based on TLPIs shall be renewed in light of change #1, and under the basis of contracts not made in good faith, insurers to refund the difference in costs since the last renewal.
