The Petition of residents of the State of Queensland draws to the attention of the House the mistreatment, neglect and abuse occurring in Queensland hospitals and psychiatric facilities as reported in the Disability Royal Commission and:

  • Disregard for the severe harms of involuntary treatment and detention.
  • Use of coercive control and threats by staff.
  • Falsification of medical records by staff.
  • Physical and sexual abuse of patients by staff.
  • Denial of rape kits.
  • Denial of medical care based on psychiatric labels.
  • Denying patient access to medical records during and post admission.
  • Changing of health records without patient consent.
  • Blocking transfers to voluntary care.
  • Unauthorised sharing of private patient data.
  • Non-compliance with Ryan’s Rule.
  • Systemic racism, sexism, ableism, homophobia, and transphobia.
  • Retaliation against whistleblowing staff.
  • Complaints of serious misconduct containing physical evidence rejected or closed with ruling of no wrong doing.

Your petitioners, therefore, request the House to:

  • Ban involuntary psychiatric and medical treatment.
  • Ban restrictive practices and forced procedures.
  • Investigate the forced medical procedures of eating disorder patients.
  • Ensure State funded legal representation to all detained individuals inclusive of MH Review Tribunals.
  • Fully comply with OPCAT and International Human Rights Law.
  • Fund and implement anti-carceral care models designed and led by Survivors.
  • Ensure formal public responses and apology from the current and former Ministers for Health and Disabilities, Public Guardian, QLD Eating Disorder Service, and Office of the Health Ombudsman for harm caused.
  • Strong legal protections for whistleblowers.
