The petition of the electors of the Division of Cook draws to the attention of the House that the incidence of juvenile youth crime on Horn Island is excessive and out of control.  Many perpetrators are repeat offenders because penalties are not severe enough to act as a deterrent.

Your petitioners therefore request the House to table the issue of excessive crime and legislate to give magistrates power to impose consequences and punishments to reflect the seriousness of crimes.  We also request that victims of crime who have sustained loss of property should be compensated.
