Queensland residents draws to the attention of the House In 1998 a discussion took place with regard to bringing in citizen initiated referenda. It doesn't seem to have got much further than a discussion. Guidelines from foreign BCIR such as 5% of the electorate required to put a matter to a referenda and costs to be minimal should be considered. So to is the timing of such referenda, for example a set day each year.
Your petitioners, therefore, request the House to legislate to introduce Binding Citizen Initiated Referenda.
