Referral

On 29th November 2011 the Hon Stirling Hinchliffe MP, Minister for Skills, Training and Mining, introduced the Resources Legislation (Balance, Certainty and Efficiency) Amendment Bill 2011 into the Queensland Parliament.   Subsequently, Parliament referred the Bill to its Industry, Education, Training and Industrial Relations Committee for detailed consideration, with a reporting date of 19 March 2012.

The Bill

The purpose of the Bill is to make changes to Queensland’s resources Acts to provide balance, certainty and efficiency for affected parties.

The Bill will implement the Government’s initiative to resolve community concerns about resource exploration and activities in and close to urban areas. This Bill will put in place more permanent arrangements to maintain restrictions for carrying out resources activities in close proximity to urban communities.

Amendments to petroleum Acts will allow greater flexibility in the transportation and treatment of Coal Seam Gas water and brine and make it easier to comply with the government’s Coal Seam Gas Water Management Policy.

The Bill also aims to improve efficiency by streamlining approvals for resources activities, making processes consistent across resources

The Department of Employment, Economic Development and Innovation (DEEDI) briefed the Committee on aspects of the Bill on 12 December 2011. For a copy of this briefing, click here.
