Referral

On 27 November 2012 the Queensland Mental Health Commission Bill 2012  (the Bill) was introduced into the Legislative Assembly by the Hon Lawrence Springborg MP, Minister for Health.

The Bill was referred to the Health and Community Services Committee in accordance with Standing Order 131.  The committee is required to report to the Parliament by 27 February 2013.

The Minister's explanatory speech can be found here

The Bill

The Bill also amends the Mental Health Act 2000 in relation to limited community treatment patients subject to a forensic order, classified patients and those subject to an order of the Mental Health Court under s.237(1)(b).

The amendments enable an authorised doctor to place monitoring conditions on limited community treatment.  Monitoring of a patients location could include, for example, a detailed plan of the patient’s intended location or the wearing of a monitoring device.

Other amendments give the Director of Mental Health powers relevant to limited community treatment.
