TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland

Queensland citizens draws to the attention of the House the plight of animals in puppy factories which are intensive, commercial puppy breeding operations with an emphasis on production and profit with little or no consideration given to the welfare of the animals involved.  Problems associated with puppy farms include: over-breeding, in-breeding, minimal or no veterinary care, poor hygiene, inadequate and crowded housing conditions and high mortality rates.

 

Your petitioners, therefore, request the House to regulate the breeding, supply and sale of companion animals to set minimum mandatory standards and stamp out the mass-production of puppies.  We ask the House to specifically:

 

1. Encourage responsible and reputable sale of companion animals by:

(a) enacting all sections of the Pet Shop Code of Practice as mandatory;

(b) introducing a compulsory licensing scheme with regular monitoring of pet shops (including all companion animal retail operations and locations).

 

2. Encourage responsible and reputable breeding and supply of companion animals by:

(a) developing a Breeders Code of Practice, and enact as mandatory legislation;

(b) introducing a compulsory licensing and regular monitoring of all companion animal breeding operations.
